Ludus

This is a PowerGrid variant developed for Energie Baden-Württemberg AG.  It includes the normal Germany map, but with Mannheim replaced with Karlsruhe, and an all-new map:  Baden-Württemberg.  The Power Plant deck is the same as the normal deck, but without the 29 plant (hybrid 1:4).  The 'Determine Player Order' phase now happens after the power plant auction, not before it.
